App., Civil Procedure, Contracts, Government Contracts, Government Law) In an action involving the county government bidding and contract award process, trial court’s dismissal of plaintiff’s claim is affirmed in part and reversed in part where: 1) the petition is moot to the extent it seeks to unwind the County’s 2004 contract with the third party as the contract expired and the present controversy is not likely to recur; and 2) the petition to force the County to seek reimbursement from the third party in order to recoup certain alleged overpayments as waste does not fall within the parameters of a taxpayer claim for government waste.
