Construction News: Electronic Filing of Construction Plans and Permit Application Finally Approved Statewide

While uniform implementation is probably some time away, Governor Rick Scott has signed into law a bill that
requires building code administrators, plans examiners, and inspectors to accept construction plans and building permit applications electronically. Senate Bill 704 passed unanimously through the Florida House and Senate. It was signed March 23, 2012. The bill was introduced by Republican Senator Mike Bennett of Bradenton.

Aviation News: FAA Releases “General Aviation Airports: A National Asset”

According to the FAA, the study “…highlights for the traveling public the pivotal role GA airports play in our society, economy, and the aviation system.” Key findings from the study include conclusions that

  • GA airports tend to develop in response to local needs, not national directives
  • GA users spend more to fly at GA airports than the government invests to support those airports
  • GA airports tend to use federal funds for airport improvements such as aprons, runways, and taxiways

The study also raises the question of whether more Federal oversight of GA airports is appropriate, noting that existing federal agency rules and regulations would need to be revised or expanded in order to achieve such oversight (Id. at 24). Lynch & Robbins Seeks Justice for Clients as Alleged Ponzi Scheme Principal “Mrs. No Close” Sits in Florida County Jail

St. Petersburg, FL, July 21, 2011 /PR Newswire / — Ruth Rodriguez Liverpool is arrested in Broward County, Florida this week and is facing charges for an organized scheme to defraud with bond set at $1 million.   The Lynch & Robbins Law Firm (www.FloridaLawyer.com) previously filed a RICO complaint against Mrs. Liverpool, in the Federal Court in Tampa, FL Case: 8:11-CV-0045-T-33AEP, on behalf of Mainsail Development, LLC and Austin Park Development, LLC. These victims assert fifteen counts against:  Aldwyn and Ruth Liverpool, Julie Holden, Rusco Investments Inc., Pinnacle Mutual Inc., and Lass Accounting and Business Services Inc. remains pending.

The counts alleged include:  violations of the Racketeer Influenced and Corrupt Organizations Act, conspiracy, and fraud result from a Ponzi Scheme or Three Card Monti Style Scheme orchestrated by an alleged “overseas” investor referred to on the internet as “Mrs. No Close.”    This individual is known to be Ruth Liverpool who is also known or suspected to be either an owner, affiliate and/or associated party with many other entities perpetrating the same or similar frauds. Mrs. Liverpool is accused of conning up to 32 known victims out of over $2 million.

It is also reported that Liverpool met investors primarily from church services and that she promised large returns on investments from her “import/export” business in the Caribbean. The Broward County Sheriff’s Office stated that Liverpool’s bookkeeper told police that she made no income from her purported “import/export” business and that the company existed only from investor funds.

Attorney Christopher Hixson, who filed the suit for Lynch & Robbins on behalf of their clients, states “We are happy that state officials were able to apprehend Mrs. Liverpool and hope that her victims, including our clients, will see justice served.”
